Getting Ready for the 2027-28 Education Freedom Scholarship: A Nashville Family Checklist

Last year's window lasted 17 days and seats went in order. Here is what to have ready before the 2027-28 application opens.

TL;DR: TDOE has not posted 2027-28 dates for the Education Freedom Scholarship, but last year's new-student window lasted just 17 days, from January 13 to January 30, and seats went by priority tier and order of receipt. Nashville-area families who want a 2027-28 seat should know their tier, scan their documents and confirm their school's registration before the holidays.

When will the 2027-28 Education Freedom Scholarship application open?

The date is not yet published. TDOE's 2026-27 program timeline says only that 2027-28 student application dates will be posted on the EFS website when available. For context, the 2026-27 renewal application opened December 9, 2025, the new-student application opened January 13, 2026 at noon Central, and both closed January 30, 2026 at 4 p.m. Central.

Demand was heavy: TDOE reported 56,440 applications for 35,000 seats after the May 2026 expansion, with 17,735 on a waitlist. A short window plus first-come order inside each tier is the reason to prepare now rather than in January.

Which EFS priority tier will my Nashville family be in?

Tier 1 is renewals. Tier 2 covers households at or below the free-or-reduced-price lunch income limit, families on SNAP or TANF, and students eligible for the ESA or IEA. Tier 3 covers households up to three times the lunch limit. Tier 4 is students currently in a Tennessee public school or entering kindergarten, and TDOE's comparison sheet says Tier 4 gains an income limit starting with the 2027-28 cycle. Tier 5 is everyone else.

Using the USDA guidelines in effect from July 1, 2026, the lines look like this. TDOE applies the guidelines current when you apply, so treat these as a planning estimate, or run your own numbers in our income tier calculator.

Household sizeEFS Tier 2 line (free/reduced lunch limit)EFS Tier 3 line (3x that limit)ESA line (2x free-lunch guideline)
2$40,034$120,102$56,264
3$50,542$151,626$71,032
4$61,050$183,150$85,800
5$71,558$214,674$100,568
6$82,066$246,198$115,336

What documents does an EFS application need?

A new application asks for proof that the student is a U.S. citizen (one document) or lawfully present in the U.S. (two documents, under the categories in the EFS rule), plus two documents proving Tennessee residency from TDOE's approved list. Renewing families upload two residency proofs again even if last year's are still current. TDOE does not accept a Social Security card as proof of citizenship.

Priority questions are optional but matter: answer them if your income, SNAP or TANF participation, ESA or IEA eligibility, or current public school enrollment qualifies you for an earlier tier. An application returned as incomplete is reconsidered by its resubmission date, which can cost a family its place.

Applying vs enrolling: what an EFS award is not

An award is not a seat. Families must still be admitted to an EFS-registered school and verify enrollment in the portal; for 2027-28 that deadline is June 30, 2027. An award is also not portable to any school: only Category I, II and III schools on the year's registered list can be paid, and 2027-28 school registration runs November 16, 2026 through April 30, 2027.

And an award is not the only application. Some schools, Father Ryan High School among them, require families seeking need-based aid to apply for EFS or ESA if eligible, on aid calendars that run through January. Check your school's dates alongside the state's; our deadline page collects them.

What should a Nashville family do in November and December 2026?

Treat the holidays as the deadline, because the window may be short again. A practical order of operations:

  1. Log in to the EFS portal, or create an account, and confirm the password works; TDOE asked families to do this before last year's opening.
  2. Scan one citizenship document (or two lawful-presence documents) and two current Tennessee residency proofs for each child.
  3. Work out your likely tier with last year's pay stubs or tax return, and gather SNAP or TANF letters if they apply.
  4. Ask each school on your list whether it has registered for 2027-28 and what its own aid deadline is.
  5. If you live in the MNPS zone, put February 2, 2027 on the calendar for the ESA as well.

None of these steps commits you to a school. They simply keep a complete application from losing its place in line.

Is the Education Freedom Scholarship still on solid legal ground?

For now, yes. In October 2026 a three-judge state panel dismissed a lawsuit brought by parents who argued the program violates the Tennessee Constitution, the Tennessee Lookout reported, finding that the constitution does not prohibit the legislature from creating it. The article did not say whether the plaintiffs will appeal.

Davidson County families should also weigh the ESA, which opens February 2, 2027 and pays more for those who qualify. Our comparison of ESA and EFS walks through the choice.
